Keeping you Up-to-Date with Changes to the LAQM Pages

The LAQM Helpdesk is operated on behalf of Defra and the Devolved Administrations by Bureau Veritas, in conjunction with contract partners AECOM and the National Physical Laboratory, and replaces the three previously separate helpdesks which were in operation for LAQM.

Please note that the Report Submission Website (RSW) has been updated, allowing users to upload their 2016 LAQM Report: Annual Status Report (ASR) for local authorities in England; Annual Progress Report (APR) in Scotland, and LAQM Progress Report in Wales and Northern Ireland.

London Boroughs, who are also required to prepare a separate Annual Summary Status Report (ASSR) alongside their ASR, should submit both reports via the RSW, which allows uploading several associated files before submitting a report.

The report templates for preparing the 2016 LAQM reports are available on the RSW. Alternatively, they can be downloaded on the Report Template LAQM webpage. London Boroughs can also access the relevant templates at https://www.london.gov.uk/what-we-do/environment/pollution-and-air-quality/working-boroughs.

The 2015 Updating and Screening Assessment (USA) template is now available and should be used for LAQM USAs due to be submitted in April 2015. To simplify the reporting process, a separate template is available for Regional Groups (England). Click here to download the appropriate template for your region / group.

The 2015 Diffusion Tube Monitoring Calendar, providing recommended exposure dates, is now available on the Diffusion tube web page.

An updated version of the Emissions Factors Toolkit EFT (v6.0.2) is now available. Version 6.0.1 should no longer be used. Version 6.0.2 addresses the following issues:

  • An error in the outputs of g/km/s and kg/year when running the Alternative Vehicles advanced input option.  Emissions factors outputs as g/km are NOT affected.
  • A runtime error which affected running the Basic Inputs option for 100% HDV.

Any users who are concerned about the errors in the Alternative Vehicles should contact the Helpdesk for further assistance.

The EFT User Guide (v1.2) has also been updated to reflect these changes.

8th July 2013 

A new Section about Public Health Impacts and Local Actions has been added to the bottom of the Main Menu. This Section provides a briefing to inform public health professionals of the public health impacts of air pollution, the sources of air pollution and measures available to reduce air pollution. This new Section can also be accessed using this link http://laqm.defra.gov.uk/public-health/.

You may have previously submitted data for the last update in March where the automatic data was classified as “provisional” and this classification may now have changed to “ratified”. If the concentration values are substantially different then you have the opportunity to resubmit an amended report. Please make it clear in the covering email that you are submitting a replacement.

  • Local Authorities are reminded to return co-location studies for diffusion tubes by Wednesday 6thMarch 2013 for inclusion (pending data quality checks) in the next National Bias Adjustment Spreadsheet due in March 2013.  Click here for more information.
  • The new version of the AQMA website is now online at http://aqma.defra.gov.uk. This provides the location of all AQMAs and summary tables of AQMAs by pollutant and region. It also now allows users to provide information on declared, amended and revoked AQMAs in their authority area, which will ensure the website is up-to-date with the latest changes in AQMAs across the UK.
  • The NO2 Diffusion Tube Data Centre is now available at http://laqm.defra.gov.uk/diffusion-tubes/datacentre.php. This website is a resource for local authorities (in England) to store and present Diffusion Tube results to members of the public and other interested parties. Site information, raw annual and monthly results are available and download of data files of raw monthly concentrations is possible. Site information and data can be added by local authority officers using the password protected Data Entry System, available at http://laqm.defra.gov.uk/dtdes, which provides an interactive system for precise location of monitoring sites and a simple mechanism for upload of bulk sets of diffusion tube data.

A Report Template for the air quality Progress Report 2013 is now available and can be downloaded on the  Report Templates page, or alternatively on the Report Submission Website (RSW). Reports are due by the end of April 2013 and can be submitted on the RSW when you are ready. Please contactadmin.rsw@uk.bureauveritas.com for any queries or login issues.

A number of updates to LAQM Tools have taken place on 31st August 2012. Please follow the links below for more information.

2010 based background maps for years 2010-2030 for NOx, NO2, PM10 and PM2.5 are now available.

Users should note that 2011 based background maps are anticipated to be available in early 2013, at which time the 2010 based background maps will be replaced.  The 2010 based background maps are calibrated against monitoring data for 2010 and it is now widely recognised that elevated NO2 concentrations during 2010 mean that the resulting projected background concentrations for NOx/NO2 within these maps may be higher than would be expected.

This page provides information on how the new 2010 based maps have been calculated, along with temporary advice for those who wish to consider removing the influence of 2010.

1st August 2012

An updated version of the National Diffusion Tube Bias Adjustment Factors Spreadsheet is now available to download from http://laqm.defra.gov.uk/bias-adjustment-factors/national-bias.html. This incorporates minor amendments made since the last release. Local authorities can continue to return co-location studies for diffusion tubes for inclusion (using the spreadsheet at http://laqm.defra.gov.uk/bias-adjustment-factors/co-location-data.html) in the next update which is due in September 2012.

New information is available on Road Traffic Emission Factors, 2010 Background Maps, and Diffusion Tube Bias as described below.

  • Road Traffic Emissions Factors

An updated version of the Emissions Factors Toolkit (v.5.1) has been released.  This EFT utilises revised emissions factors and vehicle fleet information. 

NOx Emission Factors have been taken from the European Environment Agency (EEA) COPERT 4 (v8.1) emission calculation tool. Emission Factors for other pollutants are those published by the Department for Transport on 29 June 2009 (http://www.dft.gov.uk/publications/road-vehicle-emission-factors-2009).  These have been combined with information on fleet composition on different road types collected as part of the National Atmospheric Emissions Inventory (www.naei.org.uk) and information from Transport for London, to allow total emissions from a particular road link to be calculated.

EFT Version 5.1 allows the calculations of vehicle emissions factors for NOx, PM10, PM2.5, Carbon Dioxide and Hydrocarbons.  It incorporates updated vehicle exhaust emission factors, and includes consideration of brake and tyre wear and road abrasion for PM10 and PM2.5

Year 2010 background maps with information on sectors are now available.  The total concentrations provided in each map have not changed, but the additional source sector information has now been added.  More information is available on the 2010 background maps page.

  • Links to a new toolkit and guidance document designed to assist local authorities introduce low carbon buses using powers under the Local Transport Act have been added here.  The guidance is produced by the Low Carbon Vehicle Partnership.

  • A new FAQ system is now available at http://laqm.defra.gov.uk/laqm-faqs/on the LAQM website has been updated to make relevant FAQs easier to find, and enable keyword searching. This means FAQs will no longer be available as PDF documents and we hope that the new search function will be more user friendly. We welcome any new suggestions for FAQs, and if you think any key words are missing to help you search for FAQs, then please let us know.

10th February 2012

  • A new Report Template for the USA 2012 for local authorities who wish to prepare their USA as part of a Regional Group (including several authorities) is now available and can be downloaded on the  Report Templates page. This template is based on the USA 2012 Template for England local authorities, and includes a series of changes and suggestions to rationalise and simplify the reporting process for Regional Groups.

  • The RSW has now been updated allowing users to upload their Updating and Screening Assessment 2012, due end of April. Report Templates for the USA 2012 are available on the RSW. Alternatively, they can be downloaded here.

28th December 2011

  • Users are advised that the RSW will not be available whilst a system upgrade is being made. The upgrade will be taking place between 2nd - 9th January 2012 and users willl not have access to the RSW during this time.
