Overview
All available tools hosted on the LAQM website are summarised below. The links provided direct you to the tool page where these can be downloaded. The tools are available in a variety of file formats although mainly in .pdf, .xls, .xlsm and .xlsb formats. Some of the tools contain macros and some users of MS Excel may need to alter their macro security settings to get these tools to run.

Monitoring Tools – Diffusion Tubes
Local Bias Adjustment and Precision Calculator
Assists diffusion tube users in calculating the precision and accuracy of their results, in co-location studies where diffusion tubes are compared with automatic analysers.
Author: Ricardo-E&E
Last Updated: February 2011
National Bias Adjustment Factors
A database of bias adjustment factors determined from Local Authority colocation studies throughout the UK.
Author: Bureau Veritas / NPL
Last Updated: October 2021
Assists diffusion tube users in annualising diffusion tube data, where monitoring has occurred for 3 months or more and less than 9 months, to obtain an estimate of the annual mean.
Author: Bureau Veritas
Last Updated: June 2020
Diffusion Tube Data Processing Tool
Assists diffusion tube users in overall data processing by amalgamating the following individual LAQM processing tools:
- Annualisation tool;
- Precision and accuracy tool – calculation of local bias;
- NO2 fall off with distance calculator.

Monitoring Tools – Other
NO2 Fall Off with Distance Calculator
Estimates the annual mean nitrogen dioxide concentration at one distance from a road, using measurements made at a different distance from the same road.
Author: Bureau Veritas
Last Updated: March 2018
Derives NO2 from NOx wherever NOx is predicted by modelling emissions from roads. The calculator can also be used to calculate the road component of NOx from roadside NO2 diffusion tube measurements.

Emissions Tools
Road Transport Emission Factors Toolkit
The toolkit allows the user to calculate vehicle emissions for multiple road links based on vehicle fleet composition, traffic speeds and road type. This version supersedes any previous road transport emission
factors made available.
Author: Bureau Veritas
Last Updated: August 2024
This database contains the emissions factors used in the 2018 UK National Atmospheric Emissions Inventory (NAEI), as well as factors specially designed for local inventories.
Author: Ricardo-E&E
Last Updated: 2021
Provides high level emission estimates for 2018 for each 1 × 1km grid square in the UK.
Author: Ricardo-E&E
Last Updated: 2020
Point Source Emission Estimates
Provides emissions by point source (i.e. for the large power generation and industrial sources).
Author: Ricardo-E&E
Last Updated: 2019
Screening Tools
A road transport screening tool for use by Local Authorities to assess the impact of traffic generation on air quality.
Author: Highways Agency
Last Updated: July 2007
Industrial Emissions Screening Tool
A screening tool for NO2, PM10, SO2, Benzene and 1,3-Butadiene to assess whether the industrial plant of concern needs further assessment.
