Overview
The Welsh Ministers issue this guidance to Local Authorities in Wales in accordance with section 88 of the Environment Act 1995 (“the 1995 Act”). Local Authorities, in carrying out any of their functions under Part IV of the 1995 Act, must have regard to this guidance insofar as it relates to those functions. The Welsh Government wishes Local Authorities to adopt the five ways of working set out in the Well-being of Future Generations (Wales) Act 2015 (“the WFG Act”) when carrying out LAQM. As these ways of working include policy integration and collaboration with partners, this guidance does not confine itself solely to Local Authorities’ functions under Part IV of the 1995 Act but rather seeks to convey the importance of joined-up working to achieve multiple outcomes.
